This paper describes the Licheng, an existing demonstration irrigation district in Jinan, Shandong Province, China, and discusses its rehabilitation. Some ways to strengthen scientific management of water resources which include canal lining to prevent leakage, building water-measuring facilities, and construction of field works are also discussed. The basic module of dynamic programming model to optimize computation of the demonstration irrigation district is given. In addition, the contents of optimization control of water management in demonstration district as well as the content and function of optimization software package are enumerated. This software was programmed using FORTRAN and AUTO LISP. The large management system of the whole demonstration irrigation area is composed of three parts, these are: management centre, communication system and implementation. The benefits derived from this project are water saving, economic and social benefits as well as environmental protection.
