District insists on standards

When water is taken off farmland, there should be standards to determine how the land will be used in the future. The Southeastern Colorado Water Conservancy District board took up that question Thursday during a legal update on a 2002 court case that assigned water rights to be used to augment wells under the Lower Arkansas Water Management Association.
