Drought impedes surface water resolution

SAN LUIS VALLEY — As ranchers continue to reduce their herds and dry conditions appear to worsen throughout the state, surface water users like John Werner of Moffat are scratching their heads and wondering what their future holds. Werner had to reduce his cattle herd over two years ago, year because he ”couldn’t afford to feed them anymore,” he says. And Werner believes the reason lies in the fact that as a surface water user, unable to create sufficient hay production for his herd, he is getting less of the pie than his water-pumping neighbors.
