March was decision time for farmer Eldon Ackerman. Time to decide to lay off three workers. Time to decide to fallow 70 percent of his land north of Fort Collins. Farmers across Northern Colorado were preparing for the drought to drag on or worsen, leaving mountain slopes bare of snow, reservoirs and rivers starved of water and farmers grasping for hope.
