Hickenlooper tells Wels commissioners he can’t legally allow groundwater pumping

FIRESTONE — Gov. John Hickenlooper told Weld County commissioners Tuesday that he doesn’t have the legal authority to issue an emergency order allowing northern Colorado farmers to pump water from an underground aquifer onto their parched fields, according to Commissioner Sean Conway.
