LONGMONT — In January, Gov. John Hickenlooper declared 2012 The Year of Water in honor of the 75th anniversary of state legislation that created many of the organizations and agencies charged with managing Colorado’s water resources. The Colorado Water Conservation Board, the Colorado River Water Conservation District and the Northern Colorado Water Conservancy district all got their start as a result of that legislation.

But early settlers to the flatland portions of the state had started taking water seriously in this arid land for at least a couple of generations before that, well before statehood was declared.
