ROCKY FORD — Ponds that feed irrigation systems in the Lower Arkansas Valley are leaking twice as much as farmers are given credit for, a study is showing. But farmers will have to wait another year for the study to be completed before they can even begin to hope for a change in the state’s formula. In the meantime, those who measure the water coming into and leaving the ponds will be able to apply that to state calculations for replacement of water under surface consumption rules.
