LCRA plan to allow cutting off water to rice farmers gets state approval

State regulators gave their final approval Wednesday to the Lower Colorado River Authority for an emergency measure that could cut off all water to downstream rice farmers in 2012. The Texas Commission on Environmental Quality’s three members unanimously approved the measures in their Wednesday meeting, affirming a decision by the commission’s executive director, Mark R.
