The law says urban people in need of water (for domestic use) take precedence over the needs of agriculture. However, this law was interpreted to mean urban people who are not here yet by those in charge of building the Southern Delivery System pipeline.
No one in Colorado at this time is about to die of thirst or lack of water. But what could happen to all the people in Colorado if there is not enough water for agriculture?..
