SLV lawmakers dip into water rights battle

 La Jara — A proposal to allow substitute water supply plans in the San Luis Valley has stirred opposition from owners of senior surface-water rights who fear they won’t be protected. State Engineer Dick Wolfe and the valley’s two state lawmakers propose a state law as a way to save groundwater irrigators from being pinched between new rules expected from Wolfe’s office in 2012 and delays in a voluntary plan that would, among other things, provide water to senior rights injured by well pumping…
