By late Thursday afternoon, streamflows in the lower Crystal River near Carbondale had dropped to 52 cubic feet per second (cfs) — less than a quarter of their historic average for this time of year. In a conference room less than a mile from the driest spot, a group of legislators, water lawyers and activists huddled to brainstorm ways of keeping more water in the Crystal, and rivers like it throughout the state.
