Water Pact Draws Fire

For almost a decade, Paul Manza coveted the plot of farmland next to his. Bringing together the two pieces of land on the outskirts of the village of Warwick, N.Y., would give him a more viable farm and reunite a pair of plots that had been part of the same historic estate.

The parcel, Mr. Manza maintains, also came with an unusual feature: free water for life.
