Millions of farmers are watching helplessly as dry weather in Maharashtra extends into a third season, leaving large parts of the state without sufficient water supply despite plans to invest millions of dollars in irrigation. The state government has allocated 700 billion rupees ($13 billion) to develop irrigation projects since 2000, but more than a decade later nearly two-thirds of state depends on rain for water supply.
