When is development not development? The answer given by the Board of Supervisors this week is when it takes place on agricultural land.’ On Monday, June 22, in a 3-2 vote (with John McCowan voting with Carrie Brown and John Pinches) the Board decided that activities such as the conversion of rangeland to vineyards with associated wineries and tasting rooms should not be considered development and did not need to be “supported by [a] water supply adequate to serve the long-term needs of the intended density, intensity and use.”
